Abu Mazen delivering his speech (Al-Jazeera TV, June 20)
Overview
1. On June 20, 2007 , about a week after Hamas completed its takeover of the Gaza Strip, Abu Mazen delivered an angry, emotional speech before the PLO’s Central Council in Ramallah. For the first time he did not mince words and called Hamas traitors, murderers and conspirators. He ended the speech with a call for an end to the international economic boycott of the Palestinian Authority, a cessation of building both settlements and the security fence ("the racist separation fence”), and the initiation of negotiations for a final status agreement through an international peace committee .
2. The speech, which was laced with quotations from the Qur’an, detailed in full the acts of murder, destruction and looting carried out by Hamas in the Gaza Strip against civilians, Fatah activists, and members of the Palestinian Authority’s security forces and institutions. He accused Hamas and the head of its political bureau, Khaled Mashaal, of attempting to assassinate him (and destroy national Palestinian symbols, such as Arafat’s house and the statue of the Unknown Soldier in Gaza City . Abu Mazen also spoke of the takeover of the Gaza Strip as a "plot” concocted by Hamas and some of the states in the region (a hint at Iran and Syria), which represent interests contrary to those of the Palestinian national project.
3. Abu Mazen noted that the warlord "emirate” established by Hamas in the Gaza Strip was both illegitimate and without foundation in Islam . He stated that it was "a struggle between the national [Palestinian] project and that of the militias, between the project of the homeland and that of the [warlord] emirate or a small pseudo-country…” Thus, he said, " there is no dialogue with those conspirators and murderers ,” and that "we have no choice but to put an end to the coup and everything it has wrought…”
4. Abu Mazen called upon the international community and Israel to lift the economic siege on the PA . He also called upon Israel to dismantle the roadblocks at the entrances to the West Bank cities and to allow the PA to carry out it security missions in Judea and Samaria . He called for the renewal of the PLO and for procedures for electing the Palestinian National Council and the other PLO institutions without Hamas participation. In our assessment, that was done to turn the Central Council and other PLO institutions into the legitimate source of authority for the emergency government as an alternative to the Hamas-controlled Palestinian Legislative Council .
5. In response to Abu Mazen’s speech Hamas organized demonstrations and protest rallies in Gaza City and throughout the Gaza Strip. At the demonstrations an effigy of Abu Mazen was beaten and called names such as "hoodlum,” "gang leader,” "mafia capo,” "Mongolian,” etc. After his speech, the Hamas communications network launched an unbridled personal attack against him, accusing him of being an agent of Israel and the United States and claiming his activities are not legitimate.

Hamas atrocities in the Gaza Strip
7. At the beginning of his speech, Abu Mazen stated that the Palestinian "national project,” whose foundations had been laid in blood and sacrifice four decades previously, was now openly being attacked and subverted by those who wanted to destroy it: "The [Palestinian] flag was today trampled under the feet of groups…[which are] of the opinion that the [Palestinian] unity project…is opposed to their own dark project. Those groups replaced the [Palestinian] flag with one representing themselves [i.e., Hamas’ green Islamic flag], which is in no way connected with the history of our people, its struggle and its sacrifices.” Hamas, he said, murdered, deported and slaughtered the Palestinian people. It did not, he said, even stop at attacking Palestinian national symbols , such as the homes of Yasser Arafat and Abu Jihad (Khalil al-Wazir), and at smashing the statue of the Unknown Soldier in Gaza City’s main square.

8. Abu Mazen did not mince words in his description of the Hamas takeover of the Gaza Strip: "Groups of subversives attacked the centers of national security, intelligence, preventive security and the presidential guard. They carried out despicable deeds which had no foundation in our legacy or traditions. They murdered and executed in the streets, threw fighters from roofs… They looted, in every sense of the word, the institutions, security headquarters and centers of non-governmental institutions. Not even the Christian churches were safe. They burned and looted the church in Gaza City , one of the oldest in Palestine … 1 It is an understatement to call that a disgrace for the Palestinian people… They broke into the houses of hundreds of PA activists and of non-involved civilians, and into the [buildings housing] the symbols of national sovereignty, including the presidential residence…”

9. Abu Mazen noted that he had vigorously pursued all possible avenues with Hamas, including a long dialogue which preceded the Mecca Accord, and took place during and after the Mecca conference. He had tried, he said, to prevent a civil war and Palestinian bloodshed, and to that end had agreed to concessions which dissatisfied many people.
10. However, nothing did any good. In fact, he said, the preparations for the "conspiracy” continued: " The plot [was] to separate the Gaza Strip from the West Bank and to [there] establish a monolithic emirate or small state , where one trend [i.e., radical Islam] would rule, characterized by fanaticism and extremism…” He said that the "conspiracy” had been agreed to by the "internal” Hamas leadership (in the Gaza Strip) and the "external” leadership (in Damascus ), along with regional players (a hint at Syria and Iran ).
11. Abu Mazen also said that as part of Hamas’ preparations for carrying out the "conspiracy,” it had set up the Executive Force, an armed militia whose objective was to take over control of the Gaza Strip. He added that Hamas had refused to accede to his call to dismantle the Executive Force and have it integrated into the existing security forces. Conspiracy preparations included, he said, the murder and executions of senior Fatah and security force personnel, something without precedent in Palestinian history, based on accusations of heresy and treason, and the inflaming of barbaric passions.

Hamas atrocities opposed to essence of Islam
13. In the name of which religion, asked Abu Mazen, were those appalling deeds carried out, and answered that Hamas’ atrocities were opposed to Islam . He said that they did not express true Islam, for "[Islam] rejects all such actions because the Islamic faith calls for tolerance and liberty. [Hamas’ actions] are not Islam. They are far from Islam… [They are] nothing more than the fulfillment of a sick, stupid dream, which would establish a [warlord] emirate of darkness and backwardness, and use the force of iron and fire to take over the lives, thoughts and future of a million and a half of our great people [living] in the Gaza Strip…”

14. Abu Mazen revealed that about a month ago he learned that the security services had verified information according to which Hamas had planted a land mine under the Salah al-Din road (the Gaza Strip’s main north-south road). He later received a video cassette originating with Hamas. It showed six men, all of whose identities were known, all bearing Hamas insignia and bringing and burying a 250-kilogram (550 lb) land mine in the earth. When they finished, three of them said "This [is] for Abu Mazen, this [is] for Abu Mazen and the next one is [for] preventive security.” The entire event had full audio-visual documentation. According to Abu Mazen, "the names are known, the faces are known, the men are known.”

15. Abu Mazen said that he sent the video to Khaled Mashaal in Damascus , and that Mashaal disavowed it even before having seen it. However, Abu Mazen had information that Hamas had previously sent the video to Khaled Mashaal so that he might authorize them to detonate the mine and assassinate Abu Mazen. He reported his findings to Arab and non-Arab states so that they might understand the enormity of the crime of "this dark, subversive movement” (Hamas).

16. Abu Mazen appealed to the residents of the Gaza Strip and promised them that he would work to save them from the "tragic pain” resulting from the Hamas takeover: "[We] will work with all our strength to prevent an economic, financial or humanitarian siege and continue to fulfill our responsibilities toward those in our homeland who preserve the unity of our people and the Palestinian Authority…”
17. According to Abu Mazen, Hamas, with its "stupid actions,” had given a golden opportunity to all those who wanted to separate the Gaza Strip from the West Bank and all those who wanted to punish an entire nation for "the stupidity and shortsightedness of one group within Hamas.” He added that Hamas did not care about anything because it received money "from known sources” (a hint at Iran and the other countries funding Hamas). It used the money for its own needs, as it had done during the period of the Hamas government, and "the people can go to hell.” 2
A dialogue is useless but Hamas should be brought to justice
18. Abu Mazen promised to bring the Hamas criminals to justice : "We will bring them to justice in accordance with the law…We are civilized and democratic. Everyone who broke the law will be judged according to law and we will not throw anyone from the 15 th floor, and no one will be shot to death with his family and children… We have reached a turning point and nothing is to be gained from previous appeals for dialogue. We have no choice but to put an end to the coup and all its forms manifestations …”
19. As part of bringing the criminals to trial, Abu Mazen stated that the Executive Force had to be disbanded, and that a presidential edict had outlawed it. The Hamas leadership was to apologize to the Palestinian people and the PLO for the crime of a bloody coup and to return all the PA institutions to the new legitimate Palestinian government (the emergency government). In addition, steps would be taken regarding the crimes, assassinations, looting and thefts which had been carried out and were still being carried out in the Gaza Strip.
The national unity government will act to restore security and stop incitement to hatred in the educational institutions and mosques
20. Abu Mazen noted that the new government headed by Dr. Salam Fayyad would be responsible for implementing a national program centering around restoring security to the Palestinian population and ensuring a respectable life in the West Bank, the Gaza Strip and Jerusalem : "We emphasize that enforcing security, law and order will not remain an empty slogan throughout the homeland… Our first and most important objective is to prevent, at all costs, the civil war from moving to the West Bank . [Our objective] is to implement a security program and to put an end to the era of militias, so that there will be no weapon but the legitimate weapon of the PA …” As part of implementing that objective, Abu Mazen gave priority to the construction and development of the police force and justice system .
21. Abu Mazen stated that he would put an end to turning the schools and mosques of the PL into focal points of Hamas incitement : 3 "Schools, institutes and universities will be exclusively centers for education and will not be used to spread hatred and darkness [i.e., ignorance], which tear the unity of our people and its social fabric apart.” Regarding the mosques, he said: "…The mosques must be supported and developed so that they remain centers for doing the work of Allah and not for political propaganda for the sake of a certain factor or side, and must not be storehouses for weapons of interrogation centers. That is what has happened in many mosques …”
Strengthening the PLO’s institutions (as an alternative
to the Palestinian Legislative Council)
22. Abu Mazen noted that the national (Palestinian) authority was established by a resolution of the PLO’s Central Council, 4 and that it was fully empowered to conduct affairs in that part of the homeland until full independence has been achieved and an independent Palestinian state has been established with Jerusalem as its capital.
23. Abu Mazen called upon the PLO’s Central Council to support the decisions made by the Palestinian Authority in all aspects of dealing with the coup carried out by Hamas in the Gaza Strip . He asked the Central Council to discuss the current condition of the PA’s institutions, especially the Legislative Council, to determine its ability to function, particularly in view of the detention of a large number of its members by Israel . He added that the detentions could not be considered an excuse for paralyzing the Legislative Council and keeping it from functioning for more than six months. That happened because Hamas representatives had boycotted its meetings and prevented those of the Presidential Council from being held.
24. In addition, Abu Mazen asked for a new board of directors for the National Fund and that the PLO’s Executive Committee be empowered to do so. He also asked that the Central Committee to reactivate the PLO and entrust the Executive Committee with formulating a code for holding elections for the Palestinian National Council and other PLO institutions. It would be done with the participation of representatives of the national Palestinian organizations but "without the subversion of the traitors” (i.e., Hamas). They had " carried out a coup against the legitimacy [of the PA] and did not have the right to participate in any dialogue .” He again stated that: " We therefore assert that there will be no dialogue with them, not at any price .”
25. Note : Abu Mazen has thus made clear his position that the source of the Palestinian Authority’s legitimacy does not originate with the Legislative Council (where Hamas is in the majority), but rather with the PLO institutions, especially the Central Committee , which he can convene in the PA territories, as opposed to the great difficulty in convening the Palestinian National Council. That might be an indication that Abu Mazen will now try to rely on the PLO, especially on the Central Committee, as the legitimate base for the emergency government and for dealing with the Hamas rule in the Gaza Strip .
A call to end the economic siege and to support
the PA in fulfilling its security functions
26. Abu Mazen called for an end to the "financial and economic siege” imposed on the Palestinian population and said that there were signs that it was moving in that direction. However, it would have to be accompanied by "a lifting of the internal siege and the removal of the roadblocks at the entrances to [Palestinian] cities which disrupt national and economic life, so that the PA will be able to fulfill its security role in the best way possible.” He said that there was an international security program and that the PA had agreed to it. He added that everything had to be accompanied by a complete end to Israel ‘s settlement activity and a cessation of the building of what he called the "separation fence,” with an eye to its future removal.
27. Abu Mazen called for negotiations for a final status agreement through an international peace committee . He stated his opposition to the establishment of a state with temporary borders and claimed that Hamas had concoct the idea. Regarding introducing international forces or observers into PA territory, he said only that the topic was being examined.

28. In response to Abu Mazen’s speech, on the same day (June 21) Hamas organized well-attended processions and rallies in Gaza City and throughout the Gaza Strip. Israeli flags were burned and effigies of Abu Mazen were beaten. Some of the processions and rallies were broadcast live by Hamas’ Al-Aqsa TV channel.

29. Hamas responded to Abu Mazen’s speech with an unbridled propaganda campaign against him . Insulting epithets were accompanied by a description of Abu Mazen as collaborating with the United States and Israel and working against Palestinian legitimacy. Some Hamas statements were the following:
A. Mushir al-Masri, a Hamas representative in the Legislative Council: Abu Mazen distorted the facts. The story of the assassination plan is "a made-up story.” Abu Mazen is collaborating with the United States and trying to overthrow the results of the [2006] elections and Palestinian law. The emergency government he established is was not legitimate (BBC Radio, June 20).
B. Osama Hamdan, a Hamas representative in Lebanon : Parts of Abu Mazen’s speech are fabricated. The terminology Abu Mazen used was meant for the ears of the United States and Israel , which supported him. Hamas did not attack Yasser Arafat’s house but protected it in accordance with the wishes of Arafat’s widow, who appealed to Khaled Mashaal in the matter (Al-Jazeera TV, June 20).

C. Yahya Mousa, a Hamas representative in the Palestinian Legislative Council: Abu Mazen is no longer president of the PA but "the leader of a lawless, illegitimate gang in the Palestinian arena…” He blocks national dialogue, lays the foundation for harming the Palestinian population and is interested in ending democracy by using the PLO as a lever to carry out a coup (Arabs48 Website, June 20).
D. Abu Obeida, spokesman for Hamas and the Izzedine al-Qassam Battalions , at a procession in the northern Gaza Strip on June 20: "Abu Mazen’s gang” has sown destruction and ruin in the Gaza Strip. Abu Mazen, is carrying out a coup against Palestinian legitimacy and its constitution. Salam Fayyad’s government is like that of Karzai in Afghanistan , and it is forbidden to take part in it. Abu Mazen’s claim about the attempt to assassinate him is untrue (Izzedine al-Qassam Battalions Website, June 20).
E. Sami Abu Zuhri, Hamas spokesman : Hamas has no connection with the video cassette referred to by Abu Mazen. Abu Mazen rejected the Hamas call for dialogue because he is being dictated to by external forces. The claim that Hamas wanted to establish an Islamic entity in the Gaza Strip is part of the current international incitement against Hamas. Abu Mazen is responsible for the invasion of the mosques and the murder of worshippers (Al-Alam TV, June 20).

F. Hassan al-Sayfi, Hamas political activist in Gaza : Abu Mazen is "the greatest of traitors and agents” and he is carrying out a coup against Palestinian legitimacy. Abu Mazen’s legitimacy comes from the Zionists and the Americans. He has given his sponsorship civilians and jihad operatives being killed and tortured in the headquarters of the security forces (Pal-media Website, June 20).

رام الله20-6-2007وفا- أكد السيد الرئيس محمود عباس أننا ماضون في طريقنا نحو المستقبل، ولن يعيقنا الانقلابيون عن مواصلة عملنا في سبيل حرية وطننا واستقلاله وضمان الأمن والأمان لأبنائه وتخليصهم من قيود الفقر والحرمان والتدهور الاقتصادي والبطالة.
واضاف في في خطاب تاريخي أمام المجلس المركزي لمنظمة التحرير الفلسطينية " دورة الشهيد الخالد ياسر عرفات"، الذي انعقد اليوم في مدينة رام الله، ومن أجل هذا الغرض، وحتى نمنع الانقلابيين من تحقيق اهدافهم في شق وحدة الوطن وتأليب اجزاء من الشعب ضد الاخرى وبذر بذور الحرب الأهلية الدائمة والمستمرة، فلقد أقلنا الحكومة السابقة، وأعلنا عن حالة الطوارىء، وشكلنا حكومة وطنية فلسطينية من الكفآءات الوطنية المستقلة برئاسة أخي الدكتور سلام فياض حتى تتولى مسؤولياتها في تنفيذ برنامج وطني أساسه الأمن والأمان للمواطن وتأمين شروط المعيشة الكريمة للشعب بأسره في جميع ارجاء الوطن في الضفة وغزة والقدس.

بسم الله الرحمن الرحيم
بحثت عن آية تناسب ما قاموا به ، فوجدت الآية الكريمة التي تقول:
( من أجل ذلك كتبنا على بني إسرائيل أنه من قتل نفسا بغير نفس أو فساد في الأرض فكأنما قتل الناس جميعا ومن أحياها فكأنما أحيا الناس جميعا ). صدق الله العظيم.
هذه الآية تنطبق اليوم، على ما قاموا به ضد شعبهم من قتل وتشريد وذبح وتدمير ضد أبناء شعبهم.
أيتها الأخوات، أيها الإخوة:
نجتمع اليوم في اطار المجلس المركزي لمنظمة التحرير الفلسطينية بإعتباره أعلى سلطة فلسطينية في غياب المجلس الوطني. وسيكون لهذا الاجتماع دور وأهمية تاريخية، حيث يتعرض مشروعنا الوطني إلى هجوم واضح، يهدف إلى تدميره، هذا المشروع الذي أرسينا دعائمه بالدم والتضحيات منذ أربعة عقود من الزمن.
إنه مشروع استعادة وحدة الشعب والوطن، من خلال عودة الشعب المشرد إلى وطنه، وقيام دولة فلسطينية مستقلة عاصمتها القدس الشريف، وبحيث تكون هذه الدولة ذات ركائز ديمقراطية تتيح المجال لشعبنا ان ينمو ويتطور، وأن يواكب العصر وتيار التقدم، وأن يزيل التخلف والجهل والانغلاق، ويعطي الأجيال المقبلة فرصة العيش الحر والشريف.
لقد ناضلنا نحن والاجيال التي سبقتنا ضد الاحتلال والتشريد وضد تمزيق وحدة وطننا وشعبنا . وتصاعد هذا النضال تحت راية علمنا الوطني الذي رفعه أبطال ثورة 36، وحماه بصدورهم المدافعون عن حقنا في البقاء في وطننا بقيادة الشهيد عبد القادر الحسيني عام 48، ورفعه فوق هاماتهم القادة العظام والمناضلون الذين اطلقوا الرصاصة الاولى في بدء ثورتنا الوطنية المعاصرة بقيادة ياسر عرفات منذ عام 1965.
إن هذا العلم يداس اليوم تحت الاقدام بفعل جماعات اعتبرت ان مشروع الوطنية الفلسطينية الذي حملنا رايته جيلاً بعد جيل هو مناقض لمشروعها الظلامي، فاستبدلته بعلمها الفصائلي الذي لا يمت لتاريخ شعبنا ونضاله وتضحياته بأية صلة. ثم تمادت الى حد امتهان كل رمز وطني من رموزنا النضالية بما فيها بيت القائد الشهيد ياسر عرفات والقائد الشهيد ابو جهاد، وانتهت الى الإطاحة بتمثال الجندي المجهول في وسط مدينة غزة، والذي يشير بيده نحو القدس، وهو الجندي المجهول الذي يرمز الى تضحيات الشهداء ومآثر المناضلين الفلسطينيين ووحدة الدم الفلسطيني والمصري والعربي.
ماذا أقول رداً على هذا الاستهتار بكل تراثنا الوطني وقيمنا سوى الآية الكريمة:
بسم الله الرحمن الرحيم
( ولا تكونوا كالتي نقضت غزلها من بعد قوة أنكاثا ) صدق الله العظيم.
إننا وطن واحد لشعب واحد، لقد حاولت بكل الوسائل، بما فيها الحوار المتواصل قبل اتفاق مكة وخلاله وبعده، وبصبر وطول نفس أن أعالج المشاكل الداخلية وأمنع اخطار الحرب الأهلية، بحيث يصان الدم الفلسطيني وتحمى المؤسسات، وتستمر المسيرة الديمقراطية، ولا يتعرض هذا الوطن الى نكبة أخرى تعطي المجال للإحتلال حتى يواصل مخططاته ويحول دون قيام دولة فلسطينية مستقلة على حدود عام 1967.
وكنت أعض على الجراح دائماً، واقدم التنازلات التي لا يرضى عنها الكثيرون من أجل تحاشي الوصول الى مصير مظلم يهدد وحدة ترابنا الوطني ومستقبل مشروعنا الوطني . وكلنا نذكر كيف عملنا منذ وثيقة الوفاق الوطني الى اتفاق مكة حتى نجد قواسم مشتركة تتيح المجال أمام تغليب الوحدة على الافتراق.
ولكن مخطط سلخ غزة عن الضفة، وإقامة إمارة أو دويلة من لون واحد يسيطر عليها تيار واحد من ميزاته التعصب والتطرف، هذا المخطط كان يتواصل الاعداد له عسكرياً وسياسياً عبر إقامة وتوسيع ميليشيا مسلحة تخص هذا التيار وحده ويحضّرها للإستيلاء على السلطة في قطاعنا الحبيب.
لقد استبقت هذا المخطط بالدعوة الى حل ميليشيا القوة التنفيذية، لكونها غير شرعية من ناحية، ولكونها تمنع وحدة اجهزة الأمن من ممارسة مهامها، وتعبر عن نوايا انقلابية ضد مؤسسات السلطة الوطنية . وكنت ادعو الى دمج هذه القوة ضمن مؤسساتنا وأجهزتنا الأمنية القائمة . وتأكيداً على حسن نوايانا وافقت على ادراج افرادها ضمن أجهزة الأمن متجاوزاً بذلك بعض أحكام القانون حتى أسد الذرائع وأمنع التوتر الذي يولِد الانفجار.
وخلال هذه الفترة لم يتوقف مسلسل الاغتيالات لكوادر وقيادات في مؤسسات الأمن وأجهزته المختلفة وفي قيادة وكوادر حركة فتح في قطاع غزة . وشهدنا أعمالاً من القتل والاعدامات لم نعرف لها مثيلاً او سوابق في تاريخنا كله، وكلها كانت تتم على قاعدة من التكفير والتخوين والاستئصال وعمليات التعبئة الحاقدة وإثارة المشاعر والغرائز الوحشية.
وعملت مؤخراً على إقامة غرفة عمليات مشتركة تضم الجميع بدون استثناء، وبدأنا في إجراء تغييرات في قيادات أجهزة الأمن لتمكينها من القيام بدورها بشكل كفؤ. إلا أن المخطط المعد سلفاً والذي توافقت عليه قيادة حماس في الداخل والخارج، مع بعض أطراف إقليمية، كان اسبق بكثير من محاولاتنا لتجنيب وطننا الكارثة والمأساة.
وبهذه المناسبة، أريد أن أعود قليلاً لنتذكر أننا بعد أن شكلنا الحكومة وجئنا بشخص يدعي أنه مستقل وهو هاني القواسمي وزيراً للداخلية، وقلت له أمام رئيس الوزراء بالحرف الواحد، ماذا تريد أن تفعل، قال: خطة أمنية لتنظيف القطاع من الفلتان الأمني.
قلت له أمام الجميع، كل الأجهزة الأمنية تحت تصرفك، ثم وضع طلبات كثيرة ووافقت عليها جميعاً لأنه كان يهدد بالإستقالة، فوافقت على كل طلباته لأنني كنت أريد أن تمشي الأمور، وأن يكون فعلاً هناك عمل من أجل محاربة الفلتان الأمني.
ولكن، بعد أن أنهينا كل شيء وكان مفترضاً أنه في اليوم التالي سنبدأ العملية، أعلن أنه قدم استقالته ولا يريد أن يعمل، فقلت: رئيس الوزراء يستلم حقيبة الداخلية ويبدأ العمل، ولكن مع الأسف كان العمل قد بدأ بالإغتيالات والضرب والقتل في كل مكان لتنفيذ هذا المخطط.
ومن يقول نحن وضعنا العراقيل، نحن تجاوزنا كل العراقيل من أجل أن تنجح حكومة الوحدة الوطنية من أجل أن نعطي نموذجاً بأن هناك حكومة وحدة وطنية ولكنهم كانوا يخبئون أنفسهم وراء الأكمة فوراء الأكمة ما وراءها.
وهاجمت جماعات الانقلابيين مراكز الأمن الوطني والمخابرات والأمن الوقائي والحرس الرئاسي، وارتكبت من الاعمال والفظائع التي لا تمت بصلة الى تراثنا وتقاليدنا من قتل واعدامات في الشوارع والقاء المناضلين من أسطح الابراج، ثم عملت على ممارسة النهب بأوسع اشكاله للمؤسسات والمقرات الأمنية، ولمراكز مؤسسات اهلية، ولدور العبادة المسيحية،حتى الكنائس لم تفلت من أيديهم، نهبت وحرقت، كنيسة في غزة نهبت وحرقت وهي من أقدم الكنائس في فلسطين وهي قبل وجودنا في فلسطين، كان هناك كنائس ومسيحيون موجودون إخوان لنا، الآن نكتشف أنهم أعداءنا ويجب عليهم أن يرحلوا، ولذلك يحصل ما يحصل في كنائسهم وهذا أقل ما يقال فيه: إنه عار على الشعب الفلسطيني، عار على من ارتكب، عار على الإنقلابيين عار على القتلة. ولبيوت المئات من كوادر السلطة والمواطنين الآمنين، ولرموز السيادة الوطنية بما فيها مقر الرئاسة وغيرها من المواقع . بعد أن احتلوا الرئاسة ودمروها ونهبوها، وجلس بعض شذاذ الآفاق في الكاتب، وقالوا ممكن أن نسلمكم المنتدى لبعض الناس طبعاً،سنقول بعد قليل لا حوار مع هؤلاء القتلة الإنقلابيين ولا أعرف في تاريخنا عن قوة أو مجموعة تقتل ابناء شعبها وتستبيح بيوتهم وممتلكاتهم وتهين أعز رموزهم الوطنية مثلما فعلت مجموعات الانقلابيين في غزة طوال هذا الاسبوع الأسود.
من أجل ماذا جرى ذلك كله، وباسم أي دين ، حاشى لله أن يكون باسم الدين ، الدين بريء من كل أفعال وأعمال هؤلاء، لأن الدين الإسلامي يدعو إلى التسامح ويدعوا إلى الحرية ، هذا ليس الإسلام هذا غريب عن الإسلام وهذا بعيد عن الإسلام هذا الإسلام بريء منه، أو قضية أو مذهب وقع هذا ضد غزة الباسلة الشجاعة والصامدة. لا شيء سوى لتحقيق حلم مريض وأهوج في اقامة امارة الظلام والتخلف، والسيطرة بقوة الحديد والنار على حياة وفكر ومستقبل مليون ونصف من ابناء شعبنا العظيم في غزة هاشم.
ومخطئ من كان يحاول حرف الأمور وتبسيطها في تصوير هذا الصراع وكأنه صراع بين فتح وحماس . انه صراع بين المشروع الوطني وبين مشروع الميليشيات. بين مشروع الوطن الواحد وبين مشروع الامارة او الدويلة المزعومة، بين مشروع يسعى الى فرض شروطه بالقوة والى اقامة نظامه المنغلق الخاص وبين مشروع اعتمد الديمقراطية والحوار والمشاركة الوطنية طريقاً لحل الخلافات. بين من يلجأون الى الاغتيال والقتل والاعدامات وتدبير المكائد لتحقيق اغراضهم الفئوية وبين من يلجأ الى قواعد القانون والحرص على وحدة الوطن وشعبه.
أقف هنا قيلاً، قبل شهر من اليوم، جاءني خبر بأن حركة حماس قد زرعت لغماً في طريق صلاح الدين، وعندما أمر هناك سينفجر هذا اللغم، وهذه المعلومات كانت مؤكدة من أجهزة الأمن، ولكن كان ينقصها أن تعرف في أي مكان بالضبط.
زلكني ذهبت إلى غزة في المشوار الأخير، وأنا مؤمن وهذا لا يهم، بل ذهبت وأصررت أن أذهب إلى غزة، وهناك ، جاءني شريط سينمائي من حركة حماس، من أطراف حركة حماس، من شخص من حركة حماس، شاهدت الفلم، فرأيت ستة أشخاص معروفي الوجوه تماماً، وعليهم شارات حركة حماس وحديثهم ، وهم يجرون لغماً لا يقل وزناً عن 250 كغم.
ويشدونه تحت الأرض، إلى هنا ، ممكن أن يقول أحد الأشخاص ، هذا للإسرائيليين ونحن نضعه احتياطاً، جيد، وهم يحفرون وهم يشدونه إلى أن انتهوا، ثلاثة منهم قالوا: هذا لأبو مازن، هذا لأبو مازن، هذا لأبو مازن والقادم للوقائي.
هذا صوت صورة، الأسماء معروفة و الوجوه معروفة والشخصيات معروفة، ولمن أراد أن يراها أرسلتها لخالد مشعل في دمشق، فأنكرها من البداية قبل أن يراها وأنا كنت متأكداً من الرسول الذي جاء بها إلي، أنهم أرسلوها لخالد مشعل ليعطيهم ساعة الصفر، متى يطلقون الشرارة و متى يقذفون بهذا اللغم لينفجر بمن ينفجر به.
هذه قضية أرسلتها لجميع الدول العربية وغير العربية ليشاهدوا مدى الإجرام الذي تتمتع به وتتصف به هذه الحركة الظلامية، التكفيرية،الإنقلابية.
واليوم أتوجه نحو شعبنا العظيم في غزة لأقول لهم أن مشروع الانقلابيين قصير العمر ولا مستقبل له وسيصبح جزءاً من ذكرى مأساوية أليمة في أقصر وقت. ولكننا سنعمل معكم يا ابناء شعبنا في غزة من أجل تجنيب هذا الشعب الآلام والمآسي الناتجة عن هذا الانقلاب الغادر. سنعمل بكل طاقاتنا من أجل منع الحصار الاقتصادي أو المالي أو الإنساني، وسنستمر في التزاماتنا تجاه ابناء وطننا والذين يحرصون على وحدة شعبهم وسلطتهم ويرفضون أي تفريط بهذه الوحدة أو مساس بها. " فلا تهنوا ولا تحزنوا وأنتم الأعلون".
وفي هذا النطاق فإنني اؤكد رفضنا التام لأية محاولة اسرائيلية تستهدف استغلال هذا الاستهتار الذي سار عليه الانقلابيون من أجل التضييق على حياة شعبنا . لقد قدم هؤلاء الانقلابيون عبر اعمالهم الهوجاء وتقديمهم لمصالحهم الفئوية الخاصة على مصالح الشعب والوطن، قدموا أثمن الفرص لكل من يريد فصل غزة عن الضفة، ومن يعمل على معاقبة شعب بأكمله بسبب حماقة وقصر نظر فئة واحدة داخله.
يستطيعوا أن يصرفوا الأموال على أنفسهم، كما فعلوا أثناء حكومتهم، وبعد ذلك ليفعل الشعب ما يفعل، وسيفعلون هذا، أموال تأتي عبر وسائل كثيرة ليتمصرفوا فيها، وليذهب الشعب إلى الجحيم وهذه ليست أول مرة.
إننا مسؤولون عن شعبنا كله، وعن وحدة ترابه الوطن، وعن حماية لقمة العيش لكل فرد فيه . وأما هؤلاء الذين زرعوا بذور الضغينة والحقد الأعمى والانقسام الدموي فإننا لن نحاسبهم الا وفق القانون الذي سوف نظل نحرص عليه ونمسك به مهما طال الزمان . لن نفعل أفعالهم، ولن نحذوا حذوهم، ولن نسير مسيرتهم الظلامية، نحن متحضرون ديمقراطيون، كل من يجرم له القضاء، أنا لا أقول دخلت بك الجنة أو دخلت به الجنة،ويطلق النار عليه وعلى عائلته وأطفاله، لا، هذا الأسلوب ليس منا وليس من حضارتنا ولن نقبل به أبداً.
لقد وصلنا الآن الى منعطف جديد، لم تعد تصلح فيه الدعوات السابقة الى الحوار . ولا بد من إنهاء الانقلاب بجميع أشكاله ومظاهره، بما فيه حل القوة التنفيذية الأداة المنفذة لهذا الانقلاب التي اعلنا في مرسوم رئاسي انها قوة خارجة على القانون، واعتذار قيادة حماس الى الشعب الفلسطيني ومنظمة التحرير الفلسطينية عن جريمة الانقلاب الدموي التي أقدمت عليها، وتسليم جميع مؤسسات السلطة ومراكزها ومقراتها الى الحكومة الشرعية الجديدة لفلسطين الواحدة، والعمل وفق ما تقرره هذه الحكومة على اساس القانون إزاء الانتهاكات والجرائم والاغتيالات والاعدامات والنهب والسرقة والتعديات التي وقعت ولا تزال تقع حتى يومنا هذا في قطاع غزة.
وأريد التأكيد في الوقت نفسه أننا ماضون في طريقنا نحو المستقبل، ولن يعيقنا الانقلابيون عن مواصلة عملنا في سبيل حرية وطننا واستقلاله وضمان الأمن والأمان لأبنائه وتخليصهم من قيود الفقر والحرمان والتدهور الاقتصادي والبطالة.
ومن أجل هذا الغرض، وحتى نمنع الانقلابيين من تحقيق اهدافهم في شق وحدة الوطن وتأليب اجزاء من الشعب ضد الاخرى وبذر بذور الحرب الأهلية الدائمة والمستمرة. فلقد أقلنا الحكومة السابقة، وأعلنا عن حالة الطوارىء، وشكلنا حكومة وطنية فلسطينية من الكفآءات الوطنية المستقلة برئاسة أخي الدكتور سلام فياض حتى تتولى مسؤولياتها في تنفيذ برنامج وطني أساسه الأمن والأمان للمواطن وتأمين شروط المعيشة الكريمة للشعب بأسره في جميع ارجاء الوطن في الضفة وغزة والقدس.
ويأتي تشكيل الحكومة الجديدة بهذه المواصفات حتى نؤكد رفضنا احتكار السلطة من قبل فئة واحدة أو فصيل، وان المجتمع الفلسطيني بما يملكه من كفاءآت وطاقات خيرة وبناءة قادر على انتاج حكومة تعمل على حماية مصالحه وعلى تخليصه في اسرع وقت من براثن الأزمة والانهيار والافقار والمجاعة وتخريب المؤسسات.
إن نهوض الحكومة الجديدة بمسؤولياتها الأمنية والمعيشية هو الرد الواضح على الانقلاب، وهو تأكيد على اننا شعب جدير بأن يقيم دولته المستقلة فوق ترابه الوطني وان يبني حياة جديدة مليئة بالأمل والثقة، توفر التقدم والنمو والازدهار لأطفالنا ونسائنا ورجالنا على السواء.
إننا نؤكد على ان فرض الأمن والنظام وتطبيق القانون لن يبقى مجرد شعار في كل أرجاء الوطن بالرغم من هذا الوضع الشاذ في قطاع غزة . ولذلك فإن هدفنا الرئيسي هو منع نقل الفتنة إلى الضفة الغربية وتنفيذ الخطة الأمنية وإنهاء عصر الميليشيات وبحيث لا يبقى سوى سلاح واحد هو سلاح السلطة الشرعي، ووقف ومنع اية تعديات من أي جهة جاءت، والتعامل مع المواطنيين على اساس الالتزام بالقانون وعدم محاسبة احد على انتمائه او فكرة او ممارسته لحقوقه الفردية والسياسية والاجتماعية والدينية ما دامت تتم في اطار القانون.
ولابد من إعطاء أهمية قصوى لبناء وتطوير جهاز الشرطة، بالترافق مع بناء وتطوير جهاز القضاء وتمكينه من إعادة الاحترام والهيبة للقانون، وهذا عهد منا أن نقيم نظاماً قضائياً متطوراً ومستقلاً في أسرع وقت.
وأريد أن أؤكد أن المدارس والمعاهد والجامعات سوف لن تكون الا مراكز للتعليم والتنوير، وليس للجهل والظلامية ونشر الفكر الحاقد الذي يمزق وحدة الشعب ونسيجه الاجتماعي . كما ان المساجد يجب دعمها وتطويرها بحيث تظل مراكز للعبادة وإعلاء كلمة الله سبحانه وتعالى، وليس مراكز للدعاية السياسية والاستغلال لصالح فئة او طرف أو مخازن للسلاح ومراكز للتحقيق.
وستبقى فلسطين بمسلميها ومسيحييها وجميع اطيافها واحة للتعددية واحترام العقائد والمساواة بين المواطنيين في حقوقهم وواجباتهم، فنحن بلد المهد وبلد الإسراء ولن يحرفنا أحد عن هذا الالتزام.
لقد جرت إقامة السلطة الوطنية بقرار من المجلس المركزي الفلسطيني، وتخويلها بإدارة الأمور في هذا الجزء من وطننا الى حين استكمال نيل الاستقلال وإقامة الدولة الفلسطينية المستقلة وعاصمتها القدس الشريف. وأمام هذه التطورات الخطيرة التي تواجه مشروعنا الوطني، فإن مجلسكم الكريم مدعو إلى اتخاذ المواقف والمقررات التي تدعم قراره السابق بإنشاء السلطة الوطنية وتحميه من الأخطار التي تهدده.
إن المجلس المركزي مدعو الى البقاء في حالة انعقاد دائمة حتى يسهم بدوره في تحمل أعباء مواجهة المشروع الانقلابي ونبذه في اوساط شعبنا الفلسطيني كافة . كما ان مجلسكم الكريم مدعو الى مساندة قرارات السلطة وخاصة في مجال مواجهة الانقلاب ومنعه من تحقيق أهدافه في شق وحدة الوطن، وذلك بدعم الحكومة الجديدة والتأكيد على ان كل مؤسسات منظمة التحرير وتجمعات شعبنا داخل الوطن وخارجه في الشتات سوف تحيط هذه الحكومة بكل الثقة والتأييد والمساندة الوطنية والجماهيرية والقانونية كذلك.
ولا بد من مناقشة الاوضاع في مؤسسات السلطة وخاصة المجلس التشريعي الفلسطيني، ومدى قيامه بمسؤولياته بالرغم من الظروف الصعبة التي مر بها وخاصة اعتقال اسرائيل لعدد كبير من أعضائه.
غير أن ذلك ليس مبرراً لعدم قيامه بمهامه وتعطيله لمدة تزيد عن ستة أشهر بسبب مقاطعة رئاسته واعضاء حماس فيه للجلسات ومنعه من الانعقاد.
كما أنه من الضروري البحث الجاد في تفعيل دور اللجنة التنفيذية وانتظام اجتماعاتها وتطبيق مقرراتها، والبحث في توسيع عضويتها وفق النظام . وكذلك تفعيل وتطوير دور دوائر المنظمة وخاصة تجاه تجمعات اللاجئين خارج وداخل الوطن.
ولا بد من العمل على إعادة تشكيل مجلس ادارة الصندوق القومي الفلسطيني وتخويل اللجنة التنفيذية بهذا الامر، وتوفير الاموال اللازمة لقيامه بدوره في تطوير اداء المنظمة ومؤسساتها.
وأرجو أن يدرس مجلسكم الكريم وفي اطار تفعيل المنظمة أن يكلف اللجنة التنفيذية بوضع نظام لانتخابات المجلس الوطني الفلسطيني وباقي المؤسسات التشريعية والاتحادات والمنظمات الشعبية على أساس التمثيل النسبي الشامل والكامل، ولا بد ان مثل هذا القرار سيكون له مفعول هام في تطوير الديمقراطية داخل فلسطين وخارجها.
ولا بد من إستمرار دور اللجنة القيادية الوطنية لتفعيل منظمة التحرير الفلسطينية والتحضير لعقد اجتماع لها بمشاركة اللجنة التنفيذية وممثلي الفصائل الوطنية الفلسطينية باستثناء حركة حماس.
نحن لا نعادي أحداً، ولا نستثني أحداً ولا نقصي أحداً، ولكن هؤلاء، خانوا الأمانة، هؤلاء انقلبوا على الشرعية هؤلاء لا يستحقون أي حوار ولذلك نحن نقول من هنا: لن يتم حوار مع هؤلاء مهما كان الثمن.
ولابد هنا من الاشارة الى اننا نتابع جهدنا لفك الحصار عن شعبنا الفلسطيني وسلطتنا وخاصة بعد تشكيل الحكومة الجديدة، وهنالك مؤشرات ايجابية في هذا الاتجاه.
لكن هذا ليس كافياً، لأن رفع الحصار المالي يجب ان يرافقه رفع الحصار الداخلي وإزالة الحواجز والموانع على مداخل المدن التي تعطل الحياة الوطنية والاقتصادية، وبما يجعل السلطة قادرة على تنفيذ مهامها الأمنية على أكمل وجه. ولهذا دعونا كذلك إلى تنفيذ المشروع الأمني الذي عرض علينا من جانب جهات دولية مؤخراً لإنهاء الحصار الداخلي على شعبنا ومدنه وقراه.
ويجب أن يترافق ذلك مع وقف النشاط الاستيطاني بشكل تام ووقف العمل بجدار الفصل العنصري، نحن نرفض الجار وسنظل نرفضه، ونرفض الدولة ذات الحدود المؤقتة، إن ما يجري حتى لا يكون هناك لبس أو إبهام، ولنستمع إلى مشاريع أحمد يوسف الذي طبخها في دولة ما، يقول: الدولة ذات الحدود المؤقتة ونعطي إسرائيل هدنه من 10-15 سنة ومن ثم نفكر بطرق إلى القدس وموضوع اللاجئين متأخر، وهذه المشاريع التي يطبخونها الآن، ولكن شعبنا لن يسمح لهم ولن نسمح لهم بمثل هذه الخيانات التي بدأوها مبكراً.
تمهيداً لإزالته. إن ما يجري داخل القدس الشريف وحولها يشكل انتهاكات جاوزت كل الحدود وستكون نتيجتها منع قيام حل الدولتين التي أجمع عليها المجتمع الدولي.
لقد دعونا ونؤكد اليوم على دعوتنا الى ضرورة انطلاق مفاوضات حول الحل النهائي، ونرى ان الظروف الحالية لا تمنع على الاطلاق من بدء هذه المفاوضات وذلك في إطار مؤتمر دولي للسلام .
وأما موضوع الحماية الدولية ومجيء قوات ومراقبين دوليين، فهو أمر خاضع للبحث عندنا من جميع جوانبه السياسية والقانونية ومدى خدمته لمصالحنا الوطنية.
وأود أن أشكر أشقائنا العرب على دعمهم للشرعية الفلسطينية وللحكومة الجديدة، متمنياً في هذا الظرف أن يسهموا في تعزيز دور الشرعية من خلال الاستمرار في الإيفاء بالتزامات القمة العربية، وبالوقوف ضد كل الحملات المسمومة وخاصة الإعلامية منها التي تحاول تشويه دور سلطتنا الوطنية ومواقفها وسياستها المتوازنة.
كما أود أن أتقدم بالشكر إلى المجتمع الدولي بجميع دوله ومؤسساته والتي عبرت عن مساندتها للشرعية الفلسطينية وحكومة الأخ د. سلام فياض، وأكدت على إنهاء الحصار عن شعبنا، متمنين أن يضع المجتمع الدولي كل ثقله في سبيل وقف العدوان المستمر الذي يتعرض له شعبنا، فاليوم فقط سقط ستة شهداء في غزة وجنين على يد قوات الاحتلال، وهو الأمر الذي يهدد بتجدد دورة العنف.
كما نأمل أن يسهم المجتمع الدولي واللجنة الرباعية الدولية بالتحديد في العمل الحثيث من أجل عقد مؤتمر دولي للسلام، بحيث تجري مفاوضات فلسطينية إسرائيلية تحت مظلته.
الأخوات والإخوة:
نحن شعب يعلو فوق الجراح، ولن تهن عزيمته أمام المحن. وسنحمي قرارنا الوطني المستقل بالرغم من جميع محاولات المساس به أو الاعتداء عليه . وسنظل ندافع عن مصالح وحقوق شعبنا في جميع اماكن تواجده . ونؤكد لإخوتنا في مخيم نهر البارد الجريح . إننا سنبقى على العهد وسنعمل على إعادة بناء المخيم ومنع تشريدهم مرة اخرى بالتعاون الوثيق مع الأشقاء في لبنان . إننا كنا وسنظل نعتبر أمن لبنان جزءاً من أمننا وسنمنع بكل طاقاتنا استخدام مخيماتنا للإساءة الى هذا الأمن.
معروف أيها الأخوة، أن ماجرى في نهر البارد وربما يجري في غيره، حاولوا أن يلصقوه بالفلسطينيين، ليقال أن هناك مشكلة بين الفلسطينيين واللبنانيين، ولكن كشفت الحقيقة ، وأن المشكلة ليست بين الفلسطينيين واللبنانيين وإنما بين الفلسطينيين واللبنانيين ضد هؤلاء الذين اعتدوا و الذين لا نعرف أين سيذهبون بأمن لبنان، نحن نرفض هذه الظاهرة وموقفنا للشعب اللبناني واحد، ونحيي الشعب اللبناني والجيش اللبناني الذي يحمي أرضه ويحمي سيادته.
إنني أتوجه إلى أرواح جميع الشهداء والى جراحات الجرحى والمصابين والى عائلاتهم، وآخرهم شهداء الدفاع عن الشرعية ضد قوى الظلام الانقلابية، لإؤكد لهم ان فلسطين المستقلة التي حلموا بها وضحوا من أجلها قادمة لا محالة . وسنبقى نحمي ذكراهم وتضحياتهم مهما تقادم الزمن.
كما أتوجه إلى إخواننا في سجون الاحتلال بمن فيهم قادة مناضلين من فصائل العمل الوطني، والاسرى من أعضاء التشريعي وسواهم من المناضلين، معبراً عن التقدير الكبير والاعتزاز بموقف الآلاف من اخوتنا في السجون الذين ادانوا الانقلاب الدموي ودعوا الى إنهاء كل مظاهره. وسوف نظل نعمل من أجل أن يرى كل أسير بغض النظر عن انتمائه نور الحرية، فهو قادم لا محالة.
نحن ما دمنا في السلطة، فنحن مسؤولون عن كل الشعب، من يعارضنا ومن يؤيدنا، حتى الذي يقاتلنا نحن مسؤولون عنه بأن نمنعه ونحول دون ظلمه ودون قتله بالقانون وبالشرع.
وفلسطين ستبقى وطناً لكل أبناءِها وشعبها في الداخل والخارج .
. وسنبقى نتمسك بهذا الشعار :
وطن واحد لشعب واحد .
