  • This past week Palestinian terrorists carried out three attacks:
    • In the Jordan Valley, Palestinians shot at an Israeli bus carrying IDF soldiers, wounding six while trying to set the bus on fire. Two of the terrorists were caught, and a search is in progress for the third.
    • Near Nabi Saleh, northwest of Ramallah, an IED was thrown at an IDF post, wounding four soldiers.
    • North of Hebron, a Palestinian carried out a stabbing attack, wounding an IDF soldier. The terrorist was shot and killed.
  • The Israeli security forces intensified their counterterrorism activities throughout Judea and Samaria. Dozens of wanted Palestinians were detained and large quantities of weapons were confiscated. Israeli security forces operating in Jenin destroyed the apartment of the terrorist who carried out the shooting attack in Tel Aviv on April 7, 2022. Three Palestinians were killed in security force operations.
  • The IDF investigation into the death of al-Jazeera reporter Shireen Abu Akleh on May 11, 2022, found that who fired the bullet could not be determined with any degree of certainty, but it is likely she was mistakenly hit by IDF fire. The IDF findings caused Palestinians to cast doubts on the reliability of the report, saying they would bring the matter before international courts.
  • On August 31, 2022, Khalil Awawdeh, the hunger-striking Palestinian administrative detainee, announced he would end his strike after Egyptian mediation led to an arrangement for his release. In the meantime, the security prisoners in Israeli jails announced they were ending their protest because all their demands had been met. Palestinians sources consider the events “victories.”
  • The Gaza Strip remains relatively calm. This past week the chairman of Qatar’s National Committee for the Reconstruction of Gaza visited the Gaza Strip and met with local and international figures.
  • On September 5, 2022, Mahmoud Abbas, Palestinian Authority (PA) chairman arrived in Egypt for a formal visit, and on September 6, 2022, he met with Egyptian President al-Sisi.
  • The Palestinians continue preparations for the session of UN General Assembly, where they intend to ask for their status to be upgraded from observer to full UN member.
Shooting attack targets bus in the Jordan Valley
  • On the afternoon of September 4, 2022, Palestinians shot at an Israeli bus carrying soldiers. The attack occurred in the northern Jordan Valley near the village Beka’ot. Three Palestinians drove to the site in a pickup truck and lay in wait for the bus, and when it arrived they pulled in after it. A few minutes later they passed the bus, threw a Molotov cocktail at it and sprayed it with accelerant from a container in the back of the pickup. They stopped in front of the bus, blocking its path, and opened fire. The bus driver pulled over to the side of the road and the soldiers returned fire. Five soldiers and the civilian driver were wounded, the driver critically (Israeli media, September 4, 2022).
  •   The terrorists tried to escape but their pickup caught fire, apparently because of the container of accelerant in the back. At least two of them were burned. The three terrorists escaped; Israeli security forces searched for and found two of them. They still had weapons. The third has not yet been caught (IDF spokesman, August 4, 2022).

  •  The apprehended terrorists were Muhammad Walid Turkman (Ghawadra) and Ahmed (also called Muhammad by the media) Maher Turkman (Ghawadra). Both were burned when their pickup caught fire (Filastin al-A’an, September 4, 2022). Muhammad Walid Turkman’s father, who lives in Jenin, said his son worked in construction and agriculture, dividing his time between his house in Jenin and living accommodations in the Jiftliq area in the Jordan Valley, near his orchard. An uncle said he had an Israeli ID card because his mother lived in Israel. Ahmed Maher Turkman is Muhammad Walid’s cousin (al-Quds, September 4, 2022).

Reactions to the attack
  • So far neither the Palestinian Authority (PA) nor Fatah has issued an official reaction. Wafa, the PA’s news agency, issued a report about the detention of two Palestinians in an IDF raid on the village of ‘Atuf in the Tubas district. Fatah’s Awda TV broadcast an interview with Walid Ghawadra, the father of one of the terrorists, who denied his son had participated in the attack.
  • Hamas praised the attack, calling it additional proof of the Palestinians’ determination to continue the path of “resistance” [anti-Israel violence and terrorism] and claiming it was the “natural reaction to the crimes of the occupation” (Hamas website, September 4, 2022).
  •  The Palestinian Islamic Jihad (PIJ) also praised the attack, calling it an example of the [so-called] “unity of the fronts” and an enlargement of the circle of “resistance” [terrorism] at a location “the occupation” (Israel) did not consider vulnerable. The PIJ claimed it proved that every attempt to suppress the “intifada” would fail, and called on Palestinians in Jerusalem, Judea and Samaria, as well as Israeli Arabs, to escalate “resistance” activities [terrorist attacks] (Dunia al-Watan, September 4, 2022).

  • Hezbollah also sent its congratulations for the “heroic act” carried out by “fighters” against a bus of soldiers, adding that it “proved the determination” of the Palestinian people to confront Israel. Hezbollah called for the continuation of “determined confrontations” (Telegram channel of Hezbollah’s combat information wing, September 5, 2022).
IED attack

On September 4, 2022, an IED was thrown at an IDF post near the village of Nabi Saleh, northwest of Ramallah. Four soldiers were wounded by shrapnel (IDF spokesman, September 4, 2022).

  • On September 2, 2022, a Palestinian carried out a stabbing attack at the Bayt Einun Junction, near Kiryat Arba. The terrorist went to an IDF post, took out a knife hidden in a prayer rug, ran at a soldier and stabbed him. Another soldier at the post shot and killed the terrorist (Rescue Without Borders in Judea and Samaria, September 2, 2022).
  • Palestinian sources reported that the terrorist was Fadi Ghattas, 19, from the Dheisheh refugee camp, southwest of Bethlehem (Watan, September 2, 2022). The Fatah movement in the camp issued a mourning notice for him, stating he was an activist in its student organization (website of Bethlehem Radio 2000, September 2, 2022).

  • Hamas spokesman Abd al-Latif al-Qanua praised the attack and called for more attacks against “settlers” [Israelis] and IDF soldiers, and for Palestinians to confront them in every location and burn the ground under their feet (Hamas website, September 2, 2022). The PIJ also welcomed the attack, calling it the “natural and legitimate [sic] response” to [Israel’s] escalation of killings and detentions in Jerusalem, Judea and Samaria. The PIJ claimed it proved the “armed resistance” [terrorism] was the option that would deter Israel from carrying out its activities (PIJ website, September 3, 2022).

Counterterrorism activities
  • This past week the Israeli security forces continued intensive counterterrorism activities in a number of locations in Judea and Samaria, detaining Palestinians suspected of involvement in terrorist activities and confiscating weapons:
    • On September 5, 2022, forces operating in Qabatiya to detain wanted Palestinians clashed with local residents, who shot at them. A Palestinian was mortally wounded in the exchange of fire and later died in a hospital (Israeli media, September 5, 2022). The Palestinian media reported the death of Taher Muhammad Zakarna, 19, from Qabatiya (Ma’an, September 5, 2022). The PIJ issued a mourning notice for him, noting he had been imprisoned in Israel in the past (Paltoday, September 5, 2022).

    • On September 5, 2022, the Israeli security forces detained 17 wanted Palestinians and confiscated weapons and ammunition. They also confiscated more than 10 thousand shekels (about $3,000) suspected of being used to fund terrorist activities (IDF spokesman’s Twitter account, September 5, 2022).

    • On September 2, 2022, Israeli security forces detained a wanted Palestinian suspected of involvement in terrorist activity in the Ramallah region. In addition, an M-16 was found which was suspected of being used in a shooting attack targeting a bus near Ofra, northeast of Ramallah (IDF spokesman’s Twitter account, September 2, 2022).
    • On September 1, 2022, during an Israeli security force activity in al-Bireh, near Ramallah, Yazan Afana, 26, from the Qalandia refugee camp, was killed by IDF fire during a riot (Wafa, September 1, 2022). The Fatah branch in Jerusalem claimed him as a movement operative. Dozens of armed, masked operatives attended his funeral (Facebook page of Fatah’s office of information and culture, September 1, 2022).

  • On August 31, 2022, Israeli security forces operating in the village of Silwad, northeast of Ramallah, detained three wanted Palestinians suspected of shooting attacks near the village. Military equipment was also confiscated. During the activity the forces shot at a wanted Palestinian who tried to escape, wounding him. He was evacuated for medical treatment (IDF spokesman’s Twitter account, August 31, 2022).

  •  On the night of September 5, 2022, Israeli security forces operating in Jenin destroyed the apartment of Raad Hazem, the terrorist who killed three Israelis in the shooting attack in Tel Aviv on April 7, 2022. During the operation local residents rioted, throwing rocks, Molotov cocktails and IEDs. Many Palestinians shot at the forces, who returned their fire (IDF spokesman, September 6, 2022).

  • Wisam Bakr, director of the hospital in Jenin, reported that Muhammad Musa Muhammad Sabaana, 29, from Jenin, had been killed by IDF fire. Sixteen Palestinians were wounded, one of the mortally. Fatah issued a mourning notice for Muhammad Sabaana. Atta Abu Rumila, the secretary of the Fatah branch in Jenin, declared a general strike following his death (Wafa, September 6, 2022). He gave an interview where he praised the attack in Tel Aviv, claiming that the “resistance” [terrorist attacks against Israeli civilians] was growing in all areas. Social network users claimed Sabaana was an operative (or officer) in the Palestinian preventive security forces (Twitter account of Wajia Sabah al-Qiq, September 6, 2022; Twitter account of Abood Helles, September 6, 2022).

The issue of the prisoners and detainees
  • On August 31, 2022, Khalil Awawdeh, the PIJ-affiliated administrative detainee, announced he was ending his hunger strike. The announcement was made after an agreement had been reached with the administration of the Israeli prison service to release him from detention on October 2, 2022. According to reports, Awawdeh, who was on a hunger strike for 172 days, had to commit himself in writing not to return to terrorist activities. Egypt, which sponsored him, said it guaranteed he would not return to terrorism (Ynet, August 31, 2022).
  • Awawdeh’s release was one of the PIJ’s conditions for the ceasefire reached after Operation Breaking Dawn. His wife, Dalal Awawdeh, said his release was made possible because of Egyptian efforts (Masrawy, September 1, 2022). Hamas spokesman Hazem Qassem claimed Awawdeh’s release was an achievement which reflected the determination of the “struggle” of the Palestinian prisoners, whose spirit Israel had not broken (Hamas website, August 31, 2022).

  • The following day, the emergency committee of the security prisoners in Israeli jails announced the decision to stop their hunger strike. The strike ended after negotiations between the emergency committee and the Israeli prison service administration, and after the administration revoked its decision to move prisoners serving life sentences among prisons (Wafa, Facebook page of the Palestinian prisoners’ club, September 1, 2022).
    • The Palestinians considered revoking of the decision to transfer prisoners as a “victory:”
    • Fatah’s bureau of information and culture praised the prisoners’ “victory” of forcing the prison service to meet their demands. It also praised Khalil Awawdeh’s “victory,” and expressed its esteem for the role played by Hussein al-Sheikh, PA minister of civilian affairs, and of Majed Faraj, head of Palestinian general intelligence, for [allegedly] exerting pressure on the Israeli government to meet the hunger strikers’ conditions (Facebook page of Fatah’s bureau of information and culture, September 1, 2022).
    • Zaher Jabarin, a member of Hamas’ political bureau and head of its office of shaheeds, prisoners and the wounded, praised the prisoners’ “victory.” He said they were continuing the fight against Israel with every means available, and would not rest until all the prisoners had been released (Hamas website, September 1, 2022).
  • Senior PIJ figure Jamil Alian claimed all the Palestinian organizations had participated in the “achievement.” He added that the PIJ’s detainees continued their struggle in the jails, and that many developments could be expected (PIJ website, September 1, 2022).
  • The Palestinian prisoners’ club reported that Musa Haroun Abu Muhamid, 40, a detainee from the village of Bayt Ta’mar, east of Bethlehem, had died in Asaf Harofeh Hospital in Israel on September 3, 2022. He was detained after having entered Israeli territory without a permit. The Fatah branch in Bethlehem claimed he was an organization operative (Facebook page of Fatah’s bureau of information and culture, September 3, 2022). A military-style funeral was held for him. The cortège left from the government hospital in Bayt Jala. His body was wrapped for burial in Palestinian and Fatah flags (Wafa, September 4, 2022).

  • The Palestinians blamed Israel for his death. The PA foreign ministry said the Israeli authorities bore full responsibility for his death, which resulted from what they claimed was “the policy of medical neglect in the [Israeli] prison hospitals,” and demanded an international investigation (Wafa, September 3, 2022). Qudri Abu Bakr, chairman of the commission for prisoners and released prisoners’ affairs, alleged Abu Muhamid was a victim of “deliberate medical negligence.” He claimed Abu Muhamid had become ill while in prison and that medical treatment had been delayed until his condition worsened and he died (Wafa, September 3, 2022). Senior Hamas figure Abd al-Hakim Hanini also claimed Abu Muhamid had died as a result of “deliberate medical negligence” and legal measures had to be taken against Israel (“the occupation”) (Hamas website, September 3, 2022).
Israel imposes limitations on Hamas investments
  • After a joint operation of the Israeli security forces and the national headquarters for economic warfare against terrorism in the ministry of defense, Israeli Defense Minister Benny Gantz signed orders designating 20 entities (activists and companies) performing key roles in Hamas’ investment activities as supporting terrorism. Hamas’ investments are estimated at $100 million and are carried out through a network of international companies with legitimate covers which hide Hamas’ control over them. The companies deal mainly with real estate and infrastructure, and operate in Sudan, Turkey, the UAE, Saudi Arabia and Algeria. They deceive the authorities, customers and suppliers, including banks, all unaware of the ownership and that their control is in the hands of a terrorist organization.
  • Among the more prominent terrorist operatives designated by the Israeli defense minister is Usama Ali, who was appointed in 2017 to head Hamas’ investments. Ali was a member of Hamas’ Shura Council and is in direct contact with Isma’il Haniyeh, head of Hamas’ political bureau, and other senior Hamas figures.
  • Among the designated companies are Al-Rowad For Real Estate Development Company Ltd. (Sudan), a company established in 2010 which merged a number of Hamas companies in Sudan; Anda, a Saudi Arabian real estate and construction company which is one of Hamas’ largest real estate investment companies; the Sidar Company and Agrogate Holding (website of the Israeli national headquarters for economic warfare against terrorism, August 31, 2022).
  • The designation by the Israeli defense minister complements the designation of the United States Treasury Department of May 24, 2022, regarding Usama Ali and the companies. So far Hamas has neither responded nor related to the issue.
IDF investigation of the death of Shireen Abu Akleh
  • On September 5, 2022, the IDF published the findings of its investigation into the circumstances of the death of Palestinian reporter Shireen Abu Akleh on May 11, 2022. According to the report, after a series of examinations conducted by IDF investigators, it could not be unequivocally determined who shot Shireen Abu Akleh, although it was highly possible that she was got in the way of IDF fire aimed at Palestinians who were shooting at Israeli forces. The shots were fired in a combat situation of massive, indiscriminate, life-threatening gunfire targeting IDF soldiers. However, it was stressed and made clear that throughout the entire event, IDF fire targeted and was meant to hit the Palestinian terrorists who were shooting at the soldiers. According to the report, it is still entirely possible that Shireen Abu Akleh was hit by a bullet fired by a Palestinian. In addition, after repeated requests, the PA turned over the bullet that killed her, and a ballistic examination was carried out by Israel’s forensic laboratory in the presence of American experts. It was determined that given the bullet’s physical condition and the condition of the rifling marks, it was difficult to reach a conclusion. Therefore, it could not be ascertained if the bullet was or was not shot from an IDF gun (IDF spokesman, September 5, 2022).
  • The publication of the report led to the following Palestinian reactions:
    • Nabil Abu Rudeineh, spokesman for Mahmoud Abbas, claimed the report was a new Israeli attempt to evade responsibility for killing Shireen Abu Akleh. He said the Palestinian leadership would continue to pursue the issue with the relevant international agencies, headed by the International Criminal Court. He said they would not allow Israel to evade punishment for its “ongoing crimes” against the Palestinian and the sites holy to Islam and Christianity [sic] (Wafa, September 5, 2022).
    • Ahmed al-Dweik, political advisor to the PA foreign minister, issued a press briefing stating that the foreign ministry would continue pursuing the issue with the International Criminal Court and the permanent investigatory committee of the Human Rights Council, until the [alleged] “soldier who shot her and those behind him” were brought to justice. He said the only thing new in the IDF’s report was the note that there was a fairly good possibility that the army had killed her. Regarding the absence of criminal suspicion, he said they trusted the results of the Palestinian investigation, adhered to the Palestinian narrative, and had no faith in investigations performed by the IDF, because “a criminal cannot investigate himself” (Wafa, September 5, 2022).
    • Hamas spokesman Hazem Qassem said the investigations published by the IDF were a new attempt to evade responsibility for killing Shireen Abu Akleh, which all the facts, physical evidence and statements on the ground had proved it was simply a crime for which Israel had to brought to justice (Hazem Qassem’s Twitter account, September 5, 2022).

Chairman of Qatar’s committee visits the Gaza Strip
  • Mohammed al-Emadi, chairman of Qatar’s National Committee for the Reconstruction of Gaza, arrived in the Gaza Strip through the Erez Crossing on August 29, 2022 (Safa Twitter account, August 29, 2022) and left on September 3, 2022 (Paltoday Twitter account, September 3, 2022). No meetings with the Hamas leadership were reported, but he did hold a number of other meetings (website of Qatar’s National Committee for the Reconstruction of Gaza, September 1, 2022):
    • On August 31, 2022, he met with Thomas White, UNRWA director in the Gaza Strip. Mohammed al-Emadi spoke to him about Qatar’s aid for the Palestinians and his contacts with all those involved so that Qatar could continue to support the residents of the Gaza Strip.
    • On September 1, 2022, he met with Tor Wennesland, special UN envoy to the Middle East peace process. Al-Emadi updated him on the humanitarian conditions in the Palestinian territories and stressed the continuation of Qatar’s efforts to support the Palestinians. They discussed ways to cooperate to prevent another confrontation, which would cause the quality of life in the Gaza Strip to deteriorate further, and possible solutions for improvement.
    •  On September 2, 2022, al-Emadi was present when an agreement was signed for funding weddings in the Gaza Strip. According to the agreement, al-Emadi committed to paying half a million dollars into a fund for the wedding expenses of 125 couples, which would be given as no-interest loans to chosen couples under the supervision of Qatar’s National Committee.

Protest demonstration held in front of UNRWA headquarters
  • The committee of the Gazans harmed by Operation Pillar of Defense (May 2014) held a rally in front of UNRWA headquarters in Gaza City to protest the agency’s delay in paying reparations to the victims (committee Facebook page, September 3, 2022). Dozens of demonstrators participated, throwing rotten eggs and burning tires in front of the UNRWA headquarters gate. Mahmoud Khalf, the coordinator of the joint refugees’ committee and a member of the Democratic Front for the Liberation of Palestine’s Central Committee, called on UNRWA to function as it was supposed to and complete the construction of the buildings without delay. He added that there were 75 buildings which had been completely destroyed and that the UNRWA leadership used false excuses to refuse to pay for rebuilding them (Shehab, September 5, 2022).

Mahmoud Abbas visits Egypt
  • On September 5, 2022 Mahmoud Abbas headed a delegation of senior PA figures to Cairo for a formal visit. He met with Abu al-Ghait, secretary general of the Arab League, and updated him on developments in the Palestinian arena and the “Israeli escalation.” He also met with the foreign minister of Algeria, who gave him an invitation from the Algerian president to the Arab League meeting which is scheduled for Algeria in November 2022 (Wafa, September 5, 2022).

  • On September 6, 2022, Mahmoud Abbas met with Egyptian President Abdel Fattah el-Sisi. They discussed Israel’s alleged “activities against the Palestinians,” efforts for peace and regional developments. Also present at the meeting were Hussein al-Sheikh, secretary of the PLO’s Executive Committee; Riyad al-Maliki, the PA foreign minister; and Majed Faraj, head of Palestinian general intelligence (Wafa, September 6, 2022).
The PA continues working to upgrade its UN status
  • As it does every year, the UN General Assembly will meet for deliberations between September 13 and 27, 2022. The PA continues its efforts to upgrade its status from observer to permanent member. Mahmoud Abbas recently said he was promoting international measures to make that possible. As part of those efforts, on August 31, 2022, PA Prime Minister Muhammad Shtayyeh met in Ramallah with Hady Amr, deputy assistant secretary for Israeli and Palestinian affairs in the American State Department’s Bureau of Near Eastern Affairs. Shtayyeh called on him to support and not prevent the Palestinian move to become a full UN member. He claimed they were promoting the move because of the lack of political initiatives for the Palestinian cause. He also called on the United States to implement its promises to the Palestinians, including opening the American consulate in Jerusalem (Muhammad Shtayyeh’s Facebook page, August 31, 2022).
  • Meeting with a delegation of members of the Australian parliament, Muhammad Shtayyeh demanded Australia recognize a Palestinian state and called for a large international peace conference to preserve the idea of the two-state solution (Wafa, August 30, 2022).

The PA begins using biometric passports
  • On September 1, 2022, senior PA figures, Mahmoud Abbas among them, attended a ceremony opening the biometric passport department of the PA’s ministry of the interior. At the ceremony Mahmoud Abbas received the first biometric passport issued. He said it was an achievement that would bring respect to the Palestinians because the passport had been issued according to international standards and would serve Palestinians traveling around the world (Wafa, September 1, 2022).
  •   At the weekly government meeting in Ramallah, Muhammad Shtayyeh said Palestinian passports would be upgraded gradually and with the supervision of the Palestinian ministry of the interior (Muhammad Shtayyeh’s Facebook page, September 5, 2022). The passports, which the Palestinians regard as a national symbol, are not recognized by some countries, and they require Palestinians to have entrance visas.

The PA funds a water infrastructure project in the Salfit district
  • On September 3, 2022, Muhammad Shtayyeh visited the Salfit district, where he launched a number of water and irrigation infrastructure projects in several villages. The projects cost 37 million shekels (a little less than $11 million). He said that on instructions from Mahmoud Abbas, the projects would be fully funded by the Palestinian treasury. He added that in the absence of a political horizon, the objective of the projects was to strengthen the residents and keep Israel from carrying out its plans to prevent the establishment of a Palestinian state (Muhammad Shtayyeh’s Facebook page, September 3, 2022).

Izz al-Din Qassam Brigades operatives train in the Jenin hills
  • An exceptional video was uploaded to the Palestinian social media. Its source was the Telegram channel of al-Mutard (“the wanted”), August 25, 2022, and it documented the operatives of Hamas’ military-terrorist wing, the Izz al-Din Qassam Brigades, training in the Jenin hills. Armed, masked operatives are seen engaged in training while holding Hamas flags (al-Mutard Telegram channel, September 2, 2022). Apparently the video was issued because of the escalation in northern Samaria and Hamas’ desire to demonstrate its participation in the activities of armed Palestinians against Israeli security forces, when most of the operatives are affiliated with the PIJ and Fatah’s al-Aqsa Martyrs’ Brigades.

Rocks, Molotov cocktails and other attacks
  • In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[2]
    • September 5, 2022: Rocks were thrown at an Israeli vehicle in Sebastia, northwest of Nablus. No casualties were reported; the vehicle was damaged.
    • September 5, 2022: A Molotov cocktail was thrown and fireworks were shot at the precinct of the Tomb of Rachel, north of Bethlehem. No casualties were reported. The wall around the precinct was damaged.
    • September 5, 2022: Rocks and Molotov cocktails were thrown at the rear gate of Migdal Oz, southwest of Bethlehem. No casualties or damage were reported.
    • September 5, 2022: Rocks and Molotov cocktails were thrown at an Israeli bus between the al-Khader Junction and Beitar, west of Bethlehem. No casualties or damage were reported.
    • September 5, 2022: Rocks were thrown at an Israeli vehicle near al-Aroub, northeast of Hebron. No casualties were reported; the vehicle was damaged.
    • September 5, 2022: Rocks were thrown at an Israeli vehicle carrying children between Yakir and Emanuel, establish of Qalqilya. No casualties or damage were reported.
    • September 4, 2022: Rocks were thrown from a passing car at an Israeli vehicle in Wadi Haramiya, northeast of Ramallah. A passenger was injured by flying glass and the vehicle was damaged.

    • September 3, 2022: Rocks were thrown at an Israeli vehicle between Revava and the Greater Yitzhar Junction, east of Qalqilya. A passenger was injured by flying glass and the vehicle was damaged.
    • September 3, 2022: The security guard of Migdal Oz apprehended a Palestinian from Beit Fajjar, northeast of Hebron, who was holding a Molotov cocktail.
