The IDF intensified its air, ground and sea operations against the Gaza Strip, and armored forces entered the northern part of the Strip. In response to the IDF activity, Hamas claimed the "Palestinian resistancehad prepared ambushes to attack IDF forces on several fronts. The military wing of the Palestinian Islamic Jihad (PIJ) said its forces were on the front lines and confronting the "enemy forces." The Palestinian terrorist organizations continued firing rockets at Israel, focusing on the cities in the center of the country. Hamas claimed it was willing to exchange its captives for the Palestinian terrorist prisoners in Israeli jails. According to reports, the humanitarian situation is deteriorating. The IDF spokesman revealed that Hamas operatives used the al-Shifaa' and other hospitals for terrorist-operational purposes while using the population as a human shield. Israeli Air Force airstrikes continued; about 250 Hamas terrorist targets in the Gaza Strip were attacked. In preparation for the next stages of combat, the IDF forces carried out targeted activity in the north of the Gaza Strip. After the mission, the troops left the area. Rocket fire attacks on Israel continue. Houses in the center of the country were damaged and six people were injured. The deputy chairman of the Hamas political bureau claimed Hamas was ready for the IDF's ground entry into the Gaza Strip and would inflict “a bitter defeat” on Israel. According to reports from the Gaza Strip, the humanitarian situation continues to deteriorate. Trucks continue to enter through the Rafah Crossing bringing humanitarian aid, called by UNRWA "a drop in the ocean." In Lebanon, sporadic shooting at IDF posts and Israeli cities, towns and villages continues. The IDF also continued attacking Hezbollah targets. The IDF continued counterterrorism activities throughout Judea and Samaria.

IDF forces, led by the Israeli Navy, prevented a terrorist squad from reaching the Zikim area from the sea to carry out an attack. Rocket fire continued, although less intensively than initially. Barrages were launched towards the center of the country, the coastal plain and Samaria. More than 1,400 civilian and soldier deaths have been reported; 220 civilians and soldier abductees are still being held by the Palestinian terrorist organizations in Gaza. The Palestinian terrorist organizations continued firing rockets at Israel, but fewer than initially. IDF forces intercepted a UAV launched from the Gaza Strip; Hamas military-terrorist wing operatives claimed responsibility for launching it. So far, more than 1,400 civilian and soldier deaths have been reported; 220 civilian and soldier abductees are still being held by the terrorist organizations in the Gaza Strip. On the evening of October 23, 2023, two elderly abductees were returned to Israel.According to reports, there is a difficult humanitarian situation in the Gaza Strip. Israeli Air Force airstrikes on terrorist targets in the Gaza Strip continued, destroying several terrorist facilities, mainly belonging to Hamas. Meanwhile, the Palestinian terrorist organizations continue firing rockets at Israel, although at a relatively low pace. So far, more than 7,500 rockets have been fired at Israel. Several hundred launches fell in the territory of the Gaza Strip. Two abductees, a mother and her daughter, American citizens, were returned to Israel after negotiations mediated by Qatar. Israel's calls for the residents of the northern Gaza Strip to evacuate to the south have been met with opposition from Hamas, especially the evacuation of hospitals and UNRWA shelters. On October 21, 2023, the Rafah Crossing was opened to allow twenty trucks of humanitarian aid to enter the Gaza Strip. Attacks continued on the Lebanese border. Hezbollah terrorist operatives fired anti-tank weapons and shot small arms at IDF posts and civilian towns and villages. Six Hezbollah terrorists were killed. IDF forces continued counterterrorism activities. In Jenin, for the first time since the second intifada, a plane was used to attack a mosque where there were terrorist operatives who were en route to carrying out a mass-casualty attack. One Border Police fighter was killed and several were wounded.
